Job Summary

Reporting directly to the Dean, the Associate Dean, Finance and Administration oversees all financial and administrative aspects of the Dornsife School of Public Health, including the development and management of a $50 million all-funds RCM budget, a $54 million gift and all financial analysis, evaluation, planning and reporting. The position manages and coordinates the school’s business and administrative functions including financial management and budget planning and development for a School of Public Health with enrollment of approximately 700 students, primarily graduate. It also oversees the generation and monitoring of metrics related to the school’s strategic plan.

The school employs a decentralized organizational structure with four (4) academic departments, two (2) stand-alone centers, and nine (9) administrative areas. Dotted-line reports to the
position include the Departmental Administrators or Business Mangers. Direct reports include the Directors of Research Administration and the Director of Operations, the School IT specialist and an administrative coordinator.

This position interacts with all School faculty and staff on issues related to job responsibilities
This position will serve as liaison to University Administrative Offices on all budgetary, financial, HR and space matters.

This position will develop and implement budgetary policies in partnership with the Dean, University administrators, and Departmental administrators. This position acts as a strategic advisor to the Dean while also serving on the Dean’s Executive Committee.

Essential Functions

  • I. Budget & Finance
    • Manage and coordinate the financial and fiscal operations of the DSPH to include the developmental and administration of operating and capital budgets and expenditures, and
    the establishment and management of financial control systems.
    • Monitor financial performance, noting variances and adverse trends. Develop budget projections under various scenarios. Make and implement recommendations, as needed.
    • Request, evaluate, and monitor department and consolidated budgets. Monitor all budgets within the school; review and approve budgeted actions, prepare recommendations on unbudgeted actions, and maintain interface with Dean, Department Chairs and administrative personnel ensuring compliance with established budgets. Make budget presentations to Dean, Provost and others as needed.
    • Coordinate the preparation and financial statements, financial reports and special analyses, including forecast and variance reporting.
    • Work with university administration on budget and policy development affecting the DSPH. Analyze university policy decisions to determine short term and long-range financial and organizational implications on the DSPH. Prepare related reports reflecting conclusions and recommendations.
    • Supervise in collaboration with Department chairs the school's departmental business managers.
  • II. Administration
    • Coordinate the development and preparation of DSPH financial and operational reports. Monitor and analyze progress and adverse trends. Make recommendations for recovery plans as needed.
    • Conduct feasibility studies, including cost and revenue analyses and utilization projections, for new program offerings and service lines ensuring continuous growth of the DSPH. Determining financial impact of new programs on staffing, management systems, administrative structure and space and facilities.
    • Support administrative and program decision making by overseeing the compilation and analysis of financial data on trends in research, teaching and service.
    • Monitor and supervise the DSPH operational responsibilities and needs. Make recommendations to enhance efficiency and effectiveness of administrative support activities.
    • Manage financials for faculty hires, provide projections to the dean to inform hiring decisions and provide salary and market analysis for these decisions; serve as liaison between dean's office and departments to address contracting inquiries.
    • Serve as liaison to University Administrative Offices on all budgetary and financial matters.
    • Provide consultation to the Dean on administrative functioning. Represent the Dean at University meetings. Serve as liaison on behalf of the Dean with external constituents.
    • Oversee the creation and monitoring of metrics related to the School’s strategic plan.

Required Qualifications

  • A master's degree in a related field or the equivalent combination of education and work experience.
  • 5 years of directly related experience in a complex business or university setting that includes: leadership and staff supervision; budget and financial planning; and business and operations management
  • Experience with decentralized budgeting and responsibility-centered management (RCM) in academic settings
  • Demonstrated interpersonal and collaborative skills, with the ability to work well with all levels of University personnel
  • Demonstrated ability to maintain a high level of confidentiality, and handle challenging situations with tact
  • Demonstrated computer skills, and expert proficiency with MS Excel
  • Demonstrated ability to conduct needs analyses and assessments and to make appropriate recommendations
  • Demonstrated skills related to forecasting, financial planning and analysis with the ability to work with large financial data sets
  • Demonstrated ability to manage departmental accountability, including preparing accountability reports, monitoring performance metrics and preparing performance reports as assigned
  • Ability to participate in the planning, implementation, and management of department programs and to be responsible for monitoring all programs to ensure they are meeting their stated goals
  • Excellent communication, negotiation and team management skills

This position is classified as exempt, grade P. Compensation for this grade ranges from Minimum: $ 129,850.00 to Maximum: $ 194,770.00 per year. Please note that the offered rate for this position typically aligns with the minimum to midrange of this grade, but it can vary based on the successful candidate’s qualifications and experience, department budget, and an internal equity review.
