Suspension of Drexel University's Contribution into 403(b) Retirement Plan

As communicated on Oct. 10, Drexel University is suspending its contributions to employee retirement plans for calendar year 2025 as part of its multi-year plan to build financial resilience. Job Summary

Given the nature of the significant issues attendant to equal opportunity and Title IX laws in higher education and the University’s commitment to effectively address these issues, the AVP will provide leadership to ensure the University continues to fully provide educational access, equity, and accommodations. The AVP will be responsible for ensuring the University’s monitoring and compliance with laws, policies, and procedures relating to discrimination on the basis of age, race, color, sex, national origin, religion, disability, protected veteran status and other protected classifications. The AVP will have demonstrated expertise in implementing all related compliance requirement through the lens of care.

Specifically, the AVP will have responsibility for the University's Title IX Program and Equal Opportunity Program, as well as related programs and commitments required by federal and state laws, executive orders, and University policies. Particular duties include but are not limited to: enforcing the University's Policies; ensuring compliance with Title VI of the Civil Rights Act of 1964, Title VII of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, the Violence Against Women Act (VAWA), the Americans with Disability Act (ADA), Section 504 of the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, FERPA and other federal and state laws and regulations pertaining to equal rights and nondiscrimination (Nondiscrimination Laws); ensuring equal employment/admissions opportunities for all faculty, staff and applicants; implementing discrimination/harassment and retaliation awareness training and other training for faculty, staff, and students on equal opportunity/affirmative action issues; supervising investigation and resolution of complaints of discrimination, harassment and/or retaliation; and preparing relevant institutional reports. The AVP will lead and supervise a team of professional staff and work collaboratively with University faculty, staff, and students. The AVP will be responsible for the functioning of the University’s Title IX, Equal Employment policies and practices, and identify institutional partners for seamless and user-friendly implementation.

Essential Functions

  • Support the mission of the University by leading institutional compliance with equal opportunity and related intersecting laws and practices and by working to strengthen a culture that supports a safe and non-discriminatory living, learning, and working environment
  • Oversees, coordinates and ensures investigations of reports and complaints of sexual misconduct are adequate, reliable, timely, confidential and impartial; reviews proposed sanctions for sexual misconduct before they are imposed to ensure that they are reasonably calculated to stop the sexual misconduct and prevent its recurrence
  • Supervise the University’s Title IX, Equal Opportunity and Civil Rights practices, identify institutional partners for seamless and user-friendly implementation, and monitor the implementation of their respective responsibilities
  • Support the integration and implementation of state and federal civil rights laws at the University and disseminate information about laws, policies, and procedures regarding equal opportunity, disability, harassment, discrimination and retaliation
  • Keep abreast of laws and legal guidance related to Title VII, Title IX, the Violence Against Women Act (VAWA); the Americans with Disability Act (ADA), Section 504 of the Rehabilitation Act of 1973, and other federal and state laws and regulations pertaining to civil rights and/or persons with disabilities
  • Supervise the investigation and resolution of reports alleging discrimination, harassment, and/or retaliation
  • Seek to identify patterns of discrimination and/or harassment and develop measures to address them in partnership with the Inclusive Culture team
  • Fosters and collaborates among University department stakeholder offices such as: The Office of General Counsel, Student Life, Human Resources, Public Safety, Provost Office, Office for Faculty Advancement to disseminate information, redesign processes, and support the University's investigative processes; collaborates and coordinates with compliance partners within the department and across the institution to support the University's overlapping compliance needs and responsibilities
  • Oversee the development and implementation of a comprehensive training, education and awareness program for all faculty staff and students in partnership with the appropriate campus partners
  • Develop and implement a strategic plan for comprehensive training and education for students, faculty, and staff
  • Reinforce the priority of real time documentation in an integrated record management system to timely respond to integrated compliance and care requirements (TIX, Clery/VAWA, Youth Protection, and related state and federal laws)
  • Perform other duties as assigned

Required Qualifications

  • Minimum of Master's Degree  
  • Minimum of 7-10 years of experience in Title IX, equity, equal opportunity, and all forms of civil rights compliance and programming, including education, prevention, training, policy and practice development and administration, supportive measures, accommodations, investigations, and resolutions related to discrimination and harassment. 

Preferred Qualifications

  • Juris Doctorate from an accredited law school or Advanced Degree with 7-10 years of experience in Title IX, equity, equal opportunity, and all forms of civil rights compliance and programming, including education, prevention, training, policy and practice development and administration, supportive measures, accommodations, investigations, and resolutions related to discrimination and harassment. 
  • Experience in a higher education, judicial, or regulatory compliance setting;
  • Specific expertise and fluency in the administration and implementation of the 2020 Title IX regulations;
  • CCEP or ATIXA certification
  • Experience facilitating & evaluating professional development focused on civil rights;
  • Knowledge of assessment practices involving evaluation of outcomes-based measures and campus climate surveys

Additional Information

This position is classified as exempt, grade Q. Compensation for this grade ranges from $ 162,030.00 to $ 243,040.00 per year. Please note that the offered rate for this position typically aligns with the minimum to midrange of this grade, but it can vary based on the successful candidate’s qualifications and experience, department budget, and an internal equity review.
